Prior to forming Phil Perrin Consulting, I served as Senior Analyst with Denver’s Early Childhood Council, the Director of Enrollment and Evaluation with the Denver Preschool Program, and a Strategic Operations Analyst with the Office of Early Childhood at the Colorado Department of Human Services.
